Japanese Peace Treaty.
Unofficial members have now been consulted and consider that it is quite impracticable to attempt to use these funds for meeting claims by individuals for hardship and suffering. They further consider that an ad hoc committee, representative of all races, should be set up to advise the Government how best the available money should be utilised to benefit the whole community, and that it would be advisable to inform the public at the outset that it is impracticable to deal with individual cases, or generally to meet claims for loss or damage incurred as a result of the war.
